Design and design supervision services for the construction of the new line Pärnu –Estonian/Latvian border, Estonia

Technical Details

The project involves the construction of the new high-speed railway line connecting Pärnu in Estonia to the Estonian/Latvian border. The railway section has a total length of 93,5 km and the maximum design speed is 249 km/h. The section includes 10 Railway bridges, 23 overpasses, 7 underpasses, 3 stations platforms, 12 ecoducts, 110 culverts and retaining walls. The project adheres to the EU interoperability requirements and designs are according to the relevant Estonian and European regulations.

The project is to be constructed in quite demanding geotechnical and geological conditions. Especially for the part of the route on the accumulative lowland of Pärnu, soils with poor geotechnical properties and with a thickness in the order of 100 m or greater are met. Groundwater is close to the ground surface in most of the route.

Obermeyer’s assignment embraces the provision of engineering services in both the design and the construction phase, with design supervision services. This project is one of the first infrastructure projects worldwide to be executed in a full BIM environment.

The Design process comprises five stages:

  1. Site Investigations
  2. Value Engineering
  3. Master Design
  4. Detailed Design
  5. Design Supervision Services
Architectural rendering of an elevated railway viaduct through a wooded landscape
Architectural rendering of a rail station and passenger terminal with elevated walkways and surrounding roads
Architectural rendering of a motorway corridor with a rail line through open countryside
Architectural rendering of a railway bridge crossing a forested landscape, with a path below
Architectural rendering of a railway ecoduct over a track through forestland
Architectural rendering of a railway corridor with an overpass and noise barrier through forested landscape

Services Provided

The scope of services includes the execution of surveys and the elaboration of all designs in a BIM environment. OBERMEYER brings to the project its extensive BIM and Project management experience. OBERMEYER is the leader of the joint venture with the Spanish engineering company PROINTEC.

Design: Design for all civil works, including substructure, superstructure and engineering structures. The scope comprised railway alignment and substructure, railway superstructure, railway bridges, road and wildlife overpasses and underpasses, retaining walls, culverts, drainage systems, formation works, platforms at railway stations and stops, as well as environmental design.

Design Supervision: Design supervision services during construction for all sections, structures and construction permits in accordance with national construction legislation and the applicable technical specifications, involving the design experts responsible for the project.
